    Deadbeat dad, or child abuse?
    I am currently living in Kentucky, but have a daughter who lives in Florida, and has some serious marital problems. Just this week her husband packed up and moved out, leaving her and their three year old daughter with no transportation, and with all utility bills unpaid. Because of serious illness, we are unable to help her, and the husband refuses to pay the bills which were brought about while he still lived at home. The utilities are about to be shut off, my daughter cannot get to her job, and the deadbeat dad is refusing to help.
    Is the fact that he is leaving his child with no water or electricity a form of child abuse, and what can my daughter do about this?
    Also, with no established visitation, is she able to bring her daughter to KY?

    Since there is no divorce being filed at this point, YES, she can bring her daughter to KY and she can live with you as well. There is no law saying she can't leave Florida with her daughter. There is no court order saying she can't leave. She is free to come and go as she pleases with her daughter.

    He's worse than a deadbeat dad. I hope she can somehow get to your house where she will be safe. Then after she establishes residency in KY please have her file for divorce from him.

    He is a dead beat dad, he just took off, so no he is just a poor father and husband.

    She needs to come down to you if that is the only real choice.

    As my colleague Twinky said, both parents have equal rights to the child. Your daughter is free to pack up and go back to Kentucky and live with you.

    There is nothing the Dad can do about it.
