    NID No Dialtone, But Can Receive Calls
    We do not have a dial tone in the house. I went outside to the NID, unplugged the jack in the customer access portion and then plugged a regular phone in. Still, no dial tone.

    We’ve left the NID completely unplugged for 20 minutes and then tried plugging the analogue phone in at the NID customer access jack.

    We’ve disconnected the two (green and red) phone wires from the NID to the House phone to rule out any possibility that its something in the house (which is what I thought unplugging the jack and then plugging our phone in at the NID did).

    To rule out a bad phone, I went to the neighbor’s house and the phone worked fine.

    I even went out and bought a “new” phone in case there was a problem with the “old” phone. Same problem at the NID.

    To rule out a “bad” “new” phone, I purchased a second phone, from a different store, that was a different model. Still no dial tone at the NID.

    Here is the weird part - if someone calls, the phone will ring. This works both at the NID and inside the house.

    This started happening 3 days ago, after a rainstorm and it was really humid outside for several days.

    I’ve called the phone company and of course since the phone rings when they call me at the NID, the phone company tells me it’s a problem with the telephone. One operator said that if they send someone out it will cost me, since I did not purchase “in line” and because they are getting the phone to ring with their computerized check.

    Does anyone have any ideas?

    If someone calls you, and the phone rings, can you hear and talk OK after you pick up? Do you notice any noise on the line, like a crackling sound? That would be indicative of a short in the line, which you might expect after a lot of rain. But then again the phone company should be able to test for that.

    Sounds like you've done everything to see that it's a fault on the TelCo side of the NID, so I would have them come out.
