    First abandoment is a on going crime, so once the parent abandons the child the crime continues unless they return. So in fact there is not really a SOL on the crime at least till the child reaches 18. Where a SOL may start.

    But once abandoned by the custodial parent, the non custodial has full rights to pettion the court for Temp custody to start and then go to court to gain custody
