    Windows XP Pro has a 10 user limit on Workgroup shares. If you want to have more than this, you will need to use something like Small Business Server. SBS has a limit of 100 users. Beyond this, you would then move on to Windows Server Standard, then Enterprise and finally the Datacenter version.
