First, you have to determine what's causing the leak. It may be one of the following:
1. Leak inside the wall from hot or cold water pipes, valve, shower head connection, or trim
2. Drain connection between shower pan and drain
3. Shower pan itself

Let's take this one at a time.
1. Leak inside the wall from hot or cold water pipes, valve, shower head connection, or trim.
If it were a pressure leak they would have standing water and they say there is none.
2. Drain connection between shower pan and drain
N o shower pan. Simply waterproof paint.
3. Shower pan itself
See above.
4. Shower walls
Could be a leak in the tile grout OK. But it shouldn't be the owners responsibility to track it down.
