I have a Kenmore fridge, with the freezer on the bottom. The temparture is controlled on the outside. Lately the freezer temperature has been changing by itself and cycling through all the different temperatures. Is this a control panel problem, compressor problem or something else??

If you are sure that the door seals are OK, and that the doors are only open as short as necessary, than the problem may be in the thermostat.

You have to start with getting two fridge thermometers, one for the fridge, and one for the freezer (should be standard in every unit anyway). Now you can make a list of temperature in both units over a couple of days. Measure a couple of times per day over 3 or 4 days.
That way you will see how temperatures fluctuate in both compartments, and how these fluctuations are related.
