    Back payment of utilities by renter.
    For the past 24 months I have rented a flat in San Francisco that is part of an apartment that was subdivided into three units. There is a single PGE meter for the entire building. My lease says that utilities would be divided among all units but does not specify how often payments would be made. In two years the landlord has never sent me a utility bill, despite my having twice asked him to do so. Now that I am moving out he wants to charge me for 24 months of utilities. This seems unreasonable to me. The thermostat is in the landlords unit, and by virtue of not being able to see utility bills I was not given the opportunity to address usage. Is there any law regarding this issue? Do I have any recourse?

    Tell him to sue you. If you can prove that you requested copies of the bills on several occasions and they were not provided, then he will lose.
