Obtaining a German Passport.
My Wife's Grandmother was born in Germany, we are in possession of her Birth Certificate,
Is my wife elegible for an EU German Passport?

It doesn't matter if a grandparent was German, in order for your wife to receive a German passport, one of her parents has to be born in Germany.

Even in case that her mother has dual citizenship, but IF she never lived in Germany, then your wife cannot claim German citizen.

A heard that germany give citizenship to ethnic germans in russia and there parents are definitely not from germany .

About ten years ago in the time of post war depression in croatia I was despaired to move out . I found out that my grandmothers father was german from berlin who immigrate to croatia in the time of austro-hungarian empire .
I went to german embassy to check my status . I was interested in getting german citizentship and they offered me two possibility :
1) to prove that I belonge to german community in croatia . For example that I speak german . But that was not my case . I even don't have german name or surname .
2) the other option was that my grandmother apply for german citizentship . She was fluent in german and she had a great chance to get it . If she get it I can inherent it from her . So this was acceptable to me but there was one problem .
In the case that she get it she will lose here croatian citizentship and become a foreiner in here own country . She didn't liked that idea . In that time it was inposible to have double citizentship if you have a german one . I don't know how its today .
