    What it means to have a withdrawn charge?
    Does it mean the charge is completely off and that l don't have a criminal record? Thank you for all replies in advance

    If you haven't been convicted, you have no record. I don't know what you mean "completely" off. There IS a record of your arrest. That ain't going anywhere. It also don't mean much.

    Like l went through the diversion program and was told my charges are now withdrawn. So l was wondering does that mean l have been convicted?

    And if l was given an application asking if l have any criminal charges, should l mark (yes or no)

    Withdraw
    Function: verb transitive verb1 a: to take back or away :
    So a withdrawn charge means it was taken back. The purpose of a diversion is so you don't get a criminal record. So when you complete the program the charges are withdrawn and no conviction is entered. This should have all been explained to you when you entered the program.

    You currently have no criminal charges on your record or pending so you can answer no.
