I was curious if anyone knew about tenants being charged to replace the carpet in Colorado. I heard that landlords are responsible for changing the carpet after each tenant in the state of Colorado.

Wow! If that's true I've never heard of it before. That seems unreasonable.

There's a "sticky" at the top of this forum with a link to each state's landlord / tenant laws. You can check that, or just Google "colorado landlord carpet replacement"... stuff like that. You should get some hits if such a law exists.
