Your legal cocnern (and question) is whether the HOA can force you to rehome your dog that weighs over 30 pounds. Asked and answered.

The cats and anything else anyone else does have nothing to do with your claim for discrimination and attempting to drag other "offenses" of the rules will only water down your case and make you look like a complainer with a personal grudge.
