If the debt wasn't owed and you made a mistake, then yes. If they don't give it back, you can sue them.
However, if what you mean by "no longer open" is that your debt somehow expired, that isn't true. Debt's don't expire. If you owe it, you owe it forever. If debts expired, wouldn't everybody just not pay??

As excon said if you had already paid your debt in full and merely over paid, you just ask for the money back and if they don't pay it, you sue them.
But if you paid on a debt you owed, even if after the statue of limitation ran out, they get to keep the money since the debt is owed, a statue of limiation is only the time frame that they can sue in court, it does not mean that the debt is not owed, and actually by paying you may have allowed them to do more.
