After logging in I can c only a wallpaper and nothing more- no icons can't refresh, right click doest work. It looks just like a picture display of wall paper i.e. I can c only a wallpaper. Now the only way I can anything is by pressing alt+ctrl+del i.e. via task manager. What is the problem

When you are in the task manager try going in processes, find the one saying explorer.exe then end the process. Once that is done the process should be restarted, if not open File > New task and enter explorer and hit OK. See if everything returns to normal. It is possible that you have a program/service starting with windows that causes it to hang itself. See if that works if not enter windows in Safe Mode and go Start > Run > enter "msconfig" in the startup tab click disable all and OK then restart.

It sounds to me that this could also be a corrupt user profile. To test this, when in safe mode, go to control panel, user accounts and create a new user. If you can log in with this user OK then your user profile is corrupted and we need to look at repairing it.
