Has he performed on your orally directly onto your clitoris? That and a lot of foreplay is what you should try

The size of his penis will not determine your ability to have an orgasm.

Being manually stimulated (fingered etc.) is more direct on the clitoris and the g-spot, so of course you are more likely to enjoy it (I have yet to hear of a penis that can do the same thing as a well practised set of fingers).

You may need to assist yourself while there is penetration (by his penis), this will probably tip you over the brink.
