If your current vet can't solve an ongoing problem, you might try another one. Otherwise, I am not much help.

The info you have provided doesn't tell me much, what steroid, how long was it given, where are the cysts located, any itching? Are they noticeable. Before they abscess? Was a skin scrap or some type of culture preformed, how long has this been symptomatic? Honestly describe his diet, including anything he my ingest other than dog food... any discomfort in effected area. That should get you started , keep in mind I can't see the problem or talk to the dog so all you can provide will increase the chances of solving this challenge.
