THE WATER IN MY TOILET GOES DOWN VERY SLOWLY. It swirls around goes down slow;and then gurgles when it gets to the bottom and comes right back up.

I don't see anything wrong with that. At least it goes down and functions normally, rather then getting plugged up and flowing all over your bathroom floor !

The water first comes up to the rim almost overflowing,then goes down very slowly gurgling ,looking like its not totally going down,then coming up slowly
