Can a convicted felon travel outside of the united states?
Definitely yes, if all done with probation or parole. But, there may be restrictions involved with entering a country to which the felon wants to travel. So, it would be best to check the laws of the country where the travel is desired.
Actually I have read that you may be denied a passport depending on the crime and how long it has been, apply for the passport and then make sure the other country will accept your entry.

As Lowtax says, the State Department maintains that they can turn down a felon for a passport, but I don't believe they can. Apply, and if they turn you down, check back and I'll tell you what your next move should be.
