    My ex wants to lower his child support payments, if he lives with his fiancée and pays her bills including her mortgage does the court take this into effect

    He can file a petition to the Court requesting a review of the current formula used for support. The onus is on him to impress upon the Court that the original formula that was used to arrive at the current amount needs to be recalculated and/or reduced. The Court will ask, "What has changed and why are we here?" He will have to provide documentation, cancelled checks, etc that he is fact paying for what he says he is. Many a man has tried to weasel out of paying their fair share. Judges are pretty astute. If it is some flim-flam, the Court will not be happy. And on the flip side, if you can present any relevant facts, that your ex is trying to pull a fast one( i.e, he's made angry comments about not paying the full amount and you can substantiate them) the Court should be informed as well. But since he is not married and basically has a girlfriend that he is paying for,that doesn't really carry that much weight. Loss of job, a marriage or illness... are examples of valid reasons they would consider reducing the amount. Good luck..
