I don't know about getting it for free. But, I would suggest contacting your local embassy office where you live.

I've seen forum regarding this saying it is all fraud and one person said she paid 32euros for the processing and turns out it is fraud. I am researching as well as to the legitimacy of this work offers and this registration number. The best thing is to visit the consulate of the country you are applying in. best luck!

Be careful of paying-in-advance job offers especially if done through WESTERN UNION. There's no way you can get your money back or trace the receiver. Be wary if the job offer is too easy to get or too good to be true.
