When I received my last paycheck from my last employer, they deducted over 75% off it to apply it towards a contractual sum of money that I owed them... is this legal to deduct this much off one paycheck?

Depends on the contract you owed them, yes, in cases like Insurance agents where they have been paid advance money, ofthen their entire last check is kept, and they will still owe money .
