I would go to the court house and take that first step to file for custody, then you will need a lawyer. Is her mother mistreating her, are you going to take her away from her mother for a good reason? Good luck.

No child under 18 can just go move where they want, at 15 they can testify to the juge as to what they want but the judge does not have to do what the child wants.

You basically have to file back in court for physcial custody.
