What are you going to be using it for? Surely not because your cat is barking, right? ;)

The device is designed for dogs, so it may not fit your cat. Also, the bark collar only works by being tight on the throat to read vibrations from the animal making noise, so it may have trouble reading the cat. Most importantly, if you have a cat that goes outside, you don't want to put anything around its neck that can't be taken off or doesn't break away if needed. And you don't want to leave your pet outside with an electronic device strapped around its throat, because if something happens to it and it malfunctions or shorts, it may harm your cat and you might not be there to help.

Some cats respond to ultrasonic sounds, some don't. So it would be hit-and-miss regarding if it would affect the cat or not. Would it hurt the cat? No, but it would be annoying if it bothered the cat.

I just want to know why you would want to put it on your cat?

First, cats don't bark, they meow, they are safe. Do not let a barking dog near cat.
Are you talking about , When dog barks, ultrasonic sound is emitted, it irritates the ears.

Heh, if you had my cat, you wouldn't ask that. My cat is very vocal. Sometimes I wish they did make some sort of "meow collar."
