    Water level in toilet bowl
Water level in toilet bowl is very low. When toilet is flushed, the water rises almost to the brim before going down again. Would adding water to the toilet bowl before flushing help or harm the situation?

Sounds likie you may have a blockage that's impeding the flush action. A closet auge, (see image) is needed to ckeck for a obstruction in the bowl.
    Good luck, Tom
