My ac thermostat robertshaw goes up to 32 degrees only, it's a bad thermostat??

I would say your thermostat has probably gone bad. I would shut the power off to the air handler, remove the batteries if it has any, let it sit a couple of minutes. Put the batteries back in and turn on the air handler, it may reprogram it self and be all right.
