Leave the water pressure on as you try to drain it. If it don't drain then turn the water off and try to clean out the drain faucet.
If it's severely plugged and you can't unplug it, you may need to get a new one.
One more suggestion. TURN OFF THE ELECTRIC, Close both the inlet and discharge water valves. Open the drain valve at the bottom and try to insert a heavy wire, (a coat hanger will usually work ) be ready for a stream of HOT water to come out at you. You may also need to loosen the pressure relief valve on top to let in some air or the water will come out real slow. Sometimes the sediment will cover the drain valve and the wire will break it loose. Don't turn the electric back on until the tank is full of water.
