I would like to know what is a fair rate to charge for wallpaper removal?

A lot depends on the type of paper. Is it stripible or vinyl covered and how tall are the walls, any stairwells involved? Is it drywall or plaster under the paper? This would help me to give you a number. Ballpark is $1 per square foot or less.

I chagre $30.00 an hour and don't make any promises. After the wall paper is off the walls still need to be prepped many times and some time mudded and primed, before painting.

I've removed a lot of wallpaper over the years. You certainly don't need any special talent to do it. Some is easier to remove than others. On some, you only need to pick at a corner to loosen it, then grab the corner and pull. The entire piece will come right off leaving very little residual glue. However, some is much more difficult! Last year I paid a guy $100 to remove just the residual glue on the walls after I spend many hours using a steamer to remove the paper itself. These were plastered walls, (not drywall), 23' X 15'. It was not a difficult job just time consuming... time I didn't feel like spending. Scraping, sponging and rinsing all the residual glue off the walls took him about 5 hours. I then prepared the walls for painting. He didn't do any patching or priming. I purchased the wallpaper steamer, a Wagner 705. I determined it was actually cheaper to buy than rent considering how long it would take me. The Wagner did an excellent job! Bottom line is, I paid that guy about $20 per hour for unskilled labor. Suggest you use that as a guide.
