    More news calling the basic sanity of our county into question. The Midland Independent School District (Texas) has put forward a bond proposal of 1.6 billion dollars. The district has about 28,000 students. Compare that to 470,000 or so in our state with an annual budget (I know...that's not the same as a bond proposal) of about 3 bil. If it seems MISD is proposing to spend an unseemly amount of money, just bear in mind that it includes about 75 million for two full-sized indoor practice facilities for high school football teams, that being, of course, a desperate need. It is to be wondered how on earth the two schools managed to have teams all these years while having to practice outside! I'm going to guess the guys don't drink out of a single water hose at the end of practice every day.

    Just in case you're wondering, that works out to about 57,000 per student.

    That is why I favor a private -public cooperation(P3s) in public education where corporate sponsors would help fund education . I just don't see the downside.

    Poor areas need to be designated Opportunity Zones . A 2017 tax incentives encourages investment and development in poor areas. Other than that I really have no capitalist answer to inequities of wealth. These OZs plans as a concept go as far back as the days of Jack Kemp.
