I am writing to find out if the University of Dublin Ca is a fully accredited college?

No, it is not acceddtaed by anyone, their web site does not even try to say they are. They are a very low cost dipolma mill, where for 150 bucks to 250 bucks you buy a college degree.
For a dipolma mill this is about as cheap a they come.
