The role of the government is to represent the people. The people are not to represent the governments viewpoints. This being said, the government can be useful in educating the public, but if the government tries to make the people do or believe something they don't then it is time to reconsider who you vote for. And yes it is our responsibility not just our right to vote. If a person who is eligible to vote does not, then that person really can't complain when their opinions aren't represented.
