How to convert utf-8 to ansi or to ssa

I have srt file in utf-8 format. I wish to add the subtitle to a video using AVIRECOMP choosing a certain colour and size. This may be done when the subtitles format is SSA. However, the program srt2ssa knows to convert only ANSI format to SSA.
What can I do?
