So I have had this boyfriend for 2 years now and we always go off and on about stupid . I don't really have the heart to say its over but today I did. When I call and tell him we are done he acts like its not a big deal. I'm really sick of sitting back and thinking if he was cheating on me... so my real question is... should I try to make this better or should I continue this relationship?

Don't go back, seriously no matter how much you miss him. Just when you start thinking about him or anything then just go do something don't fall in that trap again.
