Looking for movie title. Possibly German, no dialogue, old public pool or bathhouse, broken down machinery that main character has to keep fixing, small boat in storm, main character wears horizontally striped shirt. It feels and looks like a Terry Gilliam film but it is not. It is surreal and odd. I think the main character climbs up through a trapdoor in the ceiling of the bathhouse and then he is on a small boat in a storm. He looks through a spyglass or binoculars and sees a woman that he falls in love with.
