    How do you turn off electricity from the meter?
    My obstinate neighbor turned off my electricity and turned it back on-an off and then on motion. It sounded like the neighbor went to where the meter is located outside. Can the electricity be controlled from the meter? Where else could the electricity be controlled from outside?

    Is this property a stand-alone residence or an apartment complex.

    In general, yes you have to have a main disconnect for the power. In some locations, the disconnect may be on the outside, particularly if the main panelboard is outside. If your main panelboard is on the inside, then the main disconnect has to be a close as possible to the entry point of the service cable.

    If you are in an apartment complex, then almost certainly there are main disconnects outside on the feed side as a safety measure in the event of fire or some other major issue where power has to be disconnect quickly and safely.

    Without breaking the seal (depending on location) no they can not be, normally you pull the meter out of the box. Seldom have I seen an outside master switch but the cut off is at the power panel which is normally in your home (but can be in a common area in some apartments.
