Two factors spark and fuel, are your distributor leads correctly connected? Is fuel actually getting to the engine? Is spark visible at the spark plug? How is your compression? When you say cranks, how is your battery?

When you turn the ignition switch to ON, does the CEL come on and then go out after 2 seconds?

I would check Ignition Switch, Honda had Ignition switch problems during that time.
Go to a site like www.the12volt.com click on Vehicle Wiring, then your Year and Model, and see what color B+, IG, Start, Acc wire colors, may be an IG 2 as well. Verify you have voltage on those wires when switch is in each of the positions. Seen it enough that I would bet on it. Have been wrong before. Good Luck

    For your Honda:

2000 Honda Civic Alarm, Remote Starter, Keyless Entry Wire Colors

You may have access to connections after removing plastic cover under steering column, backside of ignition switch. Ignition harness plugs in above fuse panel, may be able to test there.
I would Youtube change or test ignition switch on your vehicle, you will see it is easier that it may seem. Good luck.
