How to install Neoprene gasket on wall hung toilet Glue to tank? pipe outlet?/

Not sure what exactly you are asking. What brand of toilet is it ? I cannot recall any toilet where you would "glue" gasket to the toilet or pipe outlet. Usually, gasket slides over toilet outlet and you hang the toilet - with the gasket - on to the frame
