Refrigerator has always run cold we have it set at 46deg and it has an actual temp of 31deg when we checked with a refrigerator thermometer also the ice maker won't make ice but the water dispencer works I suspect that piping to the icemaker has frozen up. Any idea's.

If you have a digital unit the thermistors are bad, or at least the one where you are getting the bad reading. They are easy to test and replace.
