My hot water tank is getting hot, and my radiators are red hot but when I go to have a shower the water is cold, I have found if I turn the cold tap on in the hand basin the water is a bit warmer in the shower, does this mean I need a new boiler?

Is this a steam or hot water system? Is yours a gravity or circulating system? Could be air bound but sounds more like your circulating pump, if so equipped, isn't working.
Not a boiler issue. Either a recirculating pump or perhaps a cross connection across a single handle faucet or shower valve. This type of problem can be a bit tricky to work through, but with a little patience and some guidance you should be able to resolve the problem without too much trouble.
