I was supposed to get 5 packages Overnight Priority by 10:30 AM on Friday.
I received 4 Packages and have yet to receive 5th package now scheduled to
Arrive on Monday. Do I have a legitimate complaint? For a adjustment of the
Charges?

The shipper (who is considered the payee normally) would have a claim depending on the level of service they paid for.
There is guaranteed overnight, guaranteed next day and so on.
If there was a guaranteed arrival date paid for ( not merely an estimated date) then the shipper has a claim for the service paid for.
If you were buying something from someone, and they promised you arrival as part of your purchase agreement, you would have a claim against the seller or shipper.
You can always make a claim to be reimbursed when service fall short, and I would ask for an adjustment to be made, but how that's done would be up to the seller, if they agree at all.
No harm in asking though.

I get package late.
Your beef is with the Store that you paid to have your package shipped. They should adjust your bill accordingly. The Store then has a claim against the shipper.
