Would depend on Philippine law but, that said, I just sold some property to another party, never met them, did it with a closing attorney, no problems, wired the funds and everyone was happy.
If Philippine law is anything like the law in the US (and since the Philippines were US possession for about half-century, there may be some similarities), certainly. The necessary documents would be delivered by each party to an escrow agent, who would close the transaction assuming all those documents were in order.
You will need an agent in the Philippines to file and regester the sale there. So you or buyer (or both together) should have an agent or real estate attorney in the Philippines, who will draw up the sale papers, get the deed properly done. That will be sent to you in US, where both sign and the papers returned to Philippines and filed.
You personally do not have to go, but will need the paper work filed there.
