    Did you read the instructions pasted on the water heater right above the thermostatic valve ?

    It is important that you TURN the small black button on top of thermostatic valve to OFF position... there is a small cut out in that button and that MUST align with the RED button positioned right next to it... then... PRESS that red, pilot lighting, button ALL the way down ( it should be pushed through that notch in the black button ) and keep holding it down ... WHILE lighting the pilot. Once the pilot is LIT, keep the red button PRESSED for at least 30 more seconds - then slowly release it. If the pilot dies - repeat. Try again
