At 5:45am it is programed to go from 64f to 68f. At 6:00 am it is still at 64f. If I manually advance it to 68f it works fine for the rest of the day until 10pm, at which time it should go back to 64f. I have tried waiting until 11:00pm and it is still at 68f. Manually setting it to 64f will keep the room at 64f all night.

Is the heater running? It's going to take more than 15 minutes to increase the temperature 4*. By setting it to change temperature at 5:45, that simply means the heater is to come on at 5:45, not the temp will be 68* by 5:45.
