My RV furnace recently stopped working. After removing the burner unit, I realized the burner head was totally rusted and destroyed. I've replaced that, and it works again, but it has a very low amount of heat, seems much quieter, and smells like propane is coming out of the exhaust.

Would my issue be a weak blower fan, or a low voltage?
