Your connections are correct, just not sure why you are connecting headphones to the audio out. How are you doing this anyway? Headphones use a 1/4 inch Phone plug. Audio outputs are RCA jacks.

Are you connected to the TV through HDMI? Its probably HDCP handshaking. Either the JVC or your TV is "Scanning" for available picture modes. It may be just how this particular TV works, or how this receiver works. After HDCP is established, turn off the TV, but leave the receiver on. What happens? Do the reverse, turn off the receiver, but leave the TV on. What happens?

You could check the user manual specs. To see if there is something about this.

On most AV receivers, you can set the video source and audio source independently. Consult the users manual for the particular settings, and assign the audio input to the correct video input.

Thanks for your response. I apologize for not providing enough information.
The only wire out from my receiver to my TV is the HDMI cable.
The reason I am connecting my headphone on the audio out is because if I
Connect it into the headphones banana plug, the speakers will not have any
Sound. The headphone cut off the sound out to the speaker. My wife complains
About the TV sound being to loud. So we what movies together and I need the
Sound out to the speakers when I am using the headphones. To do that, I bought an audio adapter, two male banana plug, red and black (going into the receiver Audio out) merging into one headphone plug. Here is the answer to your questions
A) TURN ON THE TV FIRST THEN THE RECEIVER
• Turning on the TV first, of course it displays the blue screen (1080i)
• Turn on the receiver. About 15 seconds the sound goes to the speakers, than the screen turns green, flicker once and the picture appear.

B) SHUT OFF TV AND LEAVE THE RECEIVER ON
• I waited about 30 seconds and turned the TV back on
• The blue screen comes up after 1 second, then a green screen for about 5 seconds flickering, then the picture comes up

C) TURN OFF THE RECEIVER AND TV STAYS ON
• The TV has now a blue screen and no sound
• Turn receiver back on, sound comes up in about 1 second and the screen goes green and then flickers(green on off) for 2 seconds and the picture comes on.

What puzzles me the most is the audio output being inverted. When the receiver is selected to the VCR source the audio out sound comes out from the DVD audio out.
Vice-Versa, selecting the source to DVD the audio out sound comes from the VCR out.
But to the speaker the sound matches the correct source. I can see that, since the speaker have separate output.

Hmm, still not quite understanding your response.

So you want to listen through the headphones while playing through the speakers? You can use the tape REC OUT jacks. Then enable the tape "Monitor" function.

Your test on the receiver and TV, seems to confirm that it is HDMI handshaking, so it's a part of how the receiver and TV works, I don't think there is anything that can be done about that. If you want to really confirm, connect the TV using component video cables instead of HDMI, picture should come up right away.

As for your audio problem, everything works properly when the headphones are NOT connected anywhere, yes?

Then try the Tape REC OUT I mentioned above.
