    Very dangerous situation. If you do not know how to isolate the failure, get a licensed electrician in now!! It appear you are getting voltage on the equipment ground side of your circuit. This can be deadly.

    Okay, is it just one particular switch or every switch on one circuit or all switches on all of the circuits? What type of switch? Did this just start happening?

    A normal "snap switch" will only interrupt the hot conductor.
