Solved : Boy burn down the house with his drug using mother in it..

I spend almost 10 years of finding the movie title, but cant find it anywhere, it is really frustrating.
I saw the movie when I was 13/15 I believe (1995/1998) . It was english spoken and involves an adolescent boy that lives in a ty house and his mother is on drugs. In the end he burned the house down with his mother still insight, the kid was completely insane and smoked ciggarettes ( I think he was 14 or 15 years old) I believe he was a red haired white boy that walked much in the movie with a hoodie on (grey)... My memory of this movie goes away with the years.. . I know it was a really ed up movie when I saw it, and I want to see it again..
