Call an electrician. You probably have a faulty neutral leg (in your electrical panel.)
Alternativley, if you have had any plumbing work completed and pipes or water lines were replaced without adding jumpers to keep the electrical connect at 0 (zero) volts than what you are describing is exactly what will occur.
Agree with both, you have an ungrounded situation at your panel or in the house grounding through the water pipes.
What you are describing may be a Life Threatening Hazard....
Please call a competent electrician to investigate.
In addition to above,
An Electrician will Likely verify the Ground is intact. If it was, a breaker should trip.
He may also put a meter on it to see the voltage, then turn breakers off 1 by 1 to see what may be shorted to ground. Good luck, Had one where a bathtub pinched a phone wire, and gave owner a shock.
