I have to create an instrumentation amplifier with a gain of 10v/v. I'm not very experienced designing circuits, but I'm not sure how to test it or just what that means.

Why do you have to designed and test something you have no clue what it is?

The only reason I can think of is it's a homework assignment, and its in the material you have been studying.
