All I remember about one of them is that there is this mother dog that has a puppy. And I think their owners move out and leave them in the house and there is a fire in the house and the mom dog dies. Then the puppy leaves and at some point I remember he meets this old homeless man under a bridge and they do tricks for money but then the old man dies too. I can't remember the name but its REALLY old!

The other one came out I think around the same time as "the red balloon". It was a REALLY old animated movie for children. And it was about this boy that has these magical snowmen in his yard. They come to life and stuff. And that's pretty much all I remember. Hmm. If anyone could help it would be awesome! Thanks guys!

I think the second one sounds like The Snowman by Raymond Briggs;

Also, I heard they wanted to alter the ending to this in America (the snowman melts and the boy is GUTTED!) because it wasn't a typical happy ending!

Very bleak and scary!

Yes the second one is The Snowman. The only talking is at the very beginning and singing when the boy and his snowman are flying to the snowman Christmas party. It is a beautiful movie, I watch it every winter.
