What if the responsible person heats one part of the house where they reside but not the side where other residents reside.

What if the responsible person heats one part of the house where they reside but not the side where other residents reside.
First, it is not a good idea to piggyback your question on another thread. So to avoid confusion your post has been moved to its own thread.
Second, please define "responsible person". The landlord is responsible for providing heat. If heat is not beinf provided then you complain to the landlord.
Landlord laws vary by state, and sometimes within large cities in any state.
Most of the ones I know about around New England and NY require that heat be started no later than October 15. But temperatures vary too. 68 is common, I think; possibly lower at night.
You don't say that your tenancy even comes with heat provided by the landlord! Many do not.
