    Non cooperation
    I am being told that I am getting penalized for on cooperation by the state due to another state incorrectly paying me back child support. They want me to sign something and I would preferre to speak to someone about it before I sign. I'm afraid I'll be penalized for their error. I'm hardly receiving anything at all as it is.

    You really should hire a lawyer to represent you on this. Legal documents have a very specific meaning and its imperative that they are understood before signing.

    You have the right, to talk to an attorney, ( you will have to pay for it, the government does not provide in civil suits, at least in the US)

    Also you can write them and ask for a conference or meeting to discuss the issues.
